We have found that many Kombis, even those that are serviced regularly. do not have full throttle movement at carb/carbs.
The way to check is have someone hold accelerator pedal to floor- engine not running of course- and then move then check if there is more movement in throttle arm on carb/carbs.

Sometimes the connector at back has slipped but usually it is caused by stretching of cable.
Just pull cable through retainer and tighten . Allow a small bit of movement rather than have cable really taut.

It pays to check this every few months- that power loss may only be adjustment.
